[Newsticker] Restart all game worlds

Today, we had to restart all game worlds around 12:30 CEST due to technical reasons. Thus, on worlds that completed stage 2 in the Devovorga event yesterday, stage 3 will trigger sometime between 8 and 14 hours after this second restart today.
