why empty most of the time? is it like oramond minos that you can lure the whole spawn on a bot pretty much or?

I don't know if people bot there but it is made up of pits like the northern sea serpent spawn.

I would say so

They are empty most of the time because it takes a long quest to get access to it. Plus, you have another spawns (like the svargrond one - heaven).
