Once bought, your character can use the outfit and the mount ingame anytime. Any progress in the "Rotten Blood" quest is not necessary. The outfit is purely cosmetic and does not bestow any benefits. The item is directly delivered to you as a decoration kit, which can be unwrapped inside your house. Unwrapped decoration items are non-takeable and also indestructible.
